While who is the subject pronoun meaning which person, whom is the object pronoun meaning to/for which person; the person who is the recipient of the verb action.

Who ate my sandwich? (who is subject of sentence)
This is the man who ate my sandwich. (who is subject of clause)

Whom did you see yesterday? (whom is object of see; sentence subject is you)
That is the man whom I saw yesterday. (whom is object of see ; clause subject is I)
To whom did you give my sandwich? (whom is object of preposition to)
For whom do the bells toll? (whom is object of preposition for)

Just to be semantic: surely in "To whom did you give the sandwich" "Whom" is in the Dative case.
