Hi,

Confirm has the sense of making something official as in: The committee confirmed the appointment of the new teacher at the school.

Establish suggests start something for the first time or go back again to the beginning and then begin again as in:

This new teacher wanted the children to behave well in his class and with that in mind he established some ground rules.
