"deliberate" in an official context

How is in english the form to "officially deliberate" something after having considered some facts? I am not sure about "deliberate" itself (I mean to announce something officially which has legal worth)

do the following expressions exist?

1) " considered the results , the Council deliberates following:"

2) "The Council,

-considered the [first fact]
-considered the [second fact]
-considered the [n-fact]

deliberates following:"

Insofar as I can interpret your examples, Alex, 'deliberate' works fine in this formal context.

Cf: The jury deliberated for an hour before deciding the verdict.
