'Lying' is an adjective modifying 'thief'. 'Liar thief' is a noun-noun pair which shows no collocation in current English.

But using "dishonest" assumes that the thief also must be lying, doesnt it? (so, IMO, it would be sufficient to say whether "lying" or "dishonest")
