What is the meaning of this sentence?

"Don't be messing with me, Carter."

Also, which of the two below is correct?

A.) What is meant by this passage?
B.) What is mean by this passage?

The first sentence means Don't play around with me, Carter.

What is meant by this passage is a correct sentence. It's a passive construction in the simple present (form of be + past participle.)
