Both constructions are used to describe different situations so none of them is wrong or less preferable. It's just a question of what exactly you want to say. |

Thanks for your prompt reply. Actually, I was asking about the particular phrase in the test and not about the constructions in general. My question was based on the Alan's explanations above. I'd like to know whether or not we can state that "Why is he being late every time we arrange to meet?" is _incorrect_? |

We don't use the present progressive when we talk about someone being late so yes, 'he is being late' is incorrect.
