Does someone know what is these the past of these sentences:

(1) It is time he left.

(2) It is time he was leaving.

By the way, is it correct to say "to put a sentence in past tens."?

I'd just change the word 'is' to 'was' in both sentences.

Yes, you can say 'put a sentence in the past tense'. Instead of 'put ... in' you can also use 'change ... to'.
