Why should I write like that:
The Goverment is also considering introducing a curfew in some city centres.
My variant was:
The Goverment is also considering to introduce a curfew in some city centres.
As I've read, I can't use two -ing together?

The structure with 'consider' is + '-ing' verb form. I considered doing my homework.
There is nothing wrong with your two -ing forms together if the grammar is correct-- as it is in your first sentence.
