Pharse 'recall in' (We recall in special times when we have stood briefly...)

This (http://www.yale.edu/lawweb/avalon/presiden/inaug/carter.htm) is from President Carter's inauguration address. Is it normal to use "in" as in this quote? I've never used "recall in" used that way.

It is not 'recall in'-- it is recall 'in special times' = recall (during) special times. At least, that is what is meant. I agree that the expression of the idea is awkwardly phrased here. Perhaps there was a slip-of-the-tongue involved.
