Hi Alan

Can you give me the specific meaning of fill out? another question is the phrasal verb fill up can be use in another phrase according to its context? because I learned, that when I'm appling for a job, usually the secretary told me to fill up the application form, is that right?

No. You can fill in or fill out a form. You can fill up your tank with gas or fill up your glass with beer or fill up your pockets with peanuts.

Fill out: write all the required information onto a form.
Fill in: write all the required information onto a form
Fill up: to fill completely; to become completely filled


Fill into and fill over are not idiomatic English; they are just false answers for the test question.
