Is "it had been stolen" a rule of aplication?

The word "been" + past participle (stolen) made me think that it could be a passive form test. I suppose that i am wrong.

So, has "it had been stolen" a rule of aplication?

It is indeed passive, but you tried to form it incorrectly. Passive is 'be' verb + past participle:

Art is stolen frequently (present simple)
The painting has been stolen (present perfect)
The statue was stolen last Tuesday (simple past)
The artwork had been stolen when the alarm finally went off (past perfect)
The van Gogh will have been stolen many times by the end of the 21st century (future perfect)
etc.
