Why I can?t use hear? For example, I?m just hearing and someone want me to pay attention.

You wouldn't ask someone to hear you because you can hear all the time. You want them to listen to you, which means pay attention to them at one particular time. It's the same as see which you do all the time and look at which is to turn your eyes on to something particular.
