Something can lead to or result in so "lead to" is the correct answer here.

'Lead to' and 'result in' are typical collocations.
Look at the definitions for the verb 'lead' here:

The third definition seems most appropriate to me in this case.

A retirement visa is a visa for people who are retired and want to spend some of their retirement years the country the visa is issued.
