I thought that if she had an impression on her employers, they could offer her a upper position. why my thought is wrong.

Promotion here means a better job with more money but it doesn't say exactly which job or which position. If you wanted to use the word position, you would have to qualify it as follows:

She was offered A BETTER/BETTER PAID position
