I think it would be more common, at least for me, to say 'on the grounds'.

Hi Loverose,

Putting it very simply I would say 'base' is actual and 'basis' is abstract. When we talk about the base of a column or pillar in a building , we are talking about the actual bottom part of it. When we talk about the basis of an argument, we are using it figuratively to refer to the main principles that lie at the bottom of an argument/discussion.
