1)What are the difference between a) with b) and c) with d) ?
a) Could you please tell me how to get to Almond Street
b) Would you please tell me how to get to Almond Street

and
c)You could try asking the bus driver to help you.
d)You could try to ask the bus driver to help you.

2)Is the ( if,probably,perhaps )'s meaning and use are same ?

1-- There is no real difference between 1a and 1b in these examples. Both are courteous forms, and use varies individually: some people say could you, and others say would you.

Between 1c and 1d, only c is the normal suggestion; d is possible, but implies that you may well not be able to communicate with the driver at all.

2-- Probably has a higher chance of occurring than perhaps, but if is only conditional, with no indication of frequency.

Actually, the correct form of the last sentence should be "you are very good at english"
I understand that Mister Micawber is native English speaker and a teacher, so he is supposed to be good at English
