Imagine that you broke your mother’s favourite vase but you don’t want her to blame you. That’s why you say that your brother did it, you shift the blame to your brother.
“Don’t shift the blame to your brother!” actually means “Don’t blame your brother! You are the one who did it! It’s your fault!”
