Why keeps? why dont kept? Cos she supposed had tried the driving test, am i right?

You need to write keeps in the sentence because the other tense is also in the present tense - fails

Hi milin,

Welcome to the site. The verb keep already suggests that you continue to do something and so it's not necessary to put this verb in the continuous form as well.
