Because you can use this construction (Have you ever + past participle) to ask about an experience. Here are more examples:

Have you ever been to L.A.?
Have you ever seen a film like this?
Have you ever sold or bought something on eBay?

This is a present perfect question you can use to find whether or not a person has (ever) done something or not. The adverb ever indicates that you are not interested in knowing when the person did something but if the person has done it or not.
