How to use the 'going to future'?

Many thanks for your question. You can use going to when you want to express the intention (the plan) to do something.

Please, take a look at these examples:

• Now that I have improved my English I'm going to take the TOEFL test.
  
• We're going to take a trip to London tomorrow.
  
• When are you going to speak to your manager?

1) why in this sentence we are using "on and at" together?
2) Why is he late every time we arrange to meet? , why we are not using "he is" instead o using "is he", can we use 2 questions together?????

1. Because in this case "on" is used with the same meaning as "go on", "turn on" and so on not as "put on"
2. Because this is the question form in English - verb "to be" shifts its place with the pronoun/ noun.

Let me add something here.
1.The word "ON" in the first question means to be seen or active (If I've got it right.) See some sample sentences.

-Have the TV on because I want to listen to the evening news !
-May I see what program is on tomorrow?

2. For the second question, why don't we say "Where you are from?. Could this help or not?
