Hi,

With dates in would be used for periods of time as: in summer/in 2004/in March. On would be used for specific times on Tuesday/on 1st April/

Have a look at a piece I've written on prepositions:

Hi, Lola!

As Mister Micawber once indicated, there is a general rule:

At: a time: at 9:30, at night
On: a day: on Monday, on November 22nd
In: a month, year, etc: in April, in 1983, in the 21st century.

Hope, it's clear.
