Hi,
The main difference is as follows (in its simplest form):
hear: able to receive sound through your ears
listen: pay attention to a particular sound through your ears as in:
I didn't hear the door bell because I was listening to some music.

You can say I wasn't listening to what you said but that wasn't one of the choices.

As Alan said above, the basic definitions are

As such, the act of hearing is non-volitional; it just happens, and we do not consciously hear or not hear; we cannot control it. Hence it normally appears in simple tenses.
I heard the doorbell when I was listening for the phone.
On the other hand, the act of listening is a volitional act, an action which we can pursue for a long or short time, at our own choice. Listen, then, frequently occurs in durative forms.
I'm listening, but I cannot hear a thing.

Why "I wasn't listening to what..." was wrong? I think we should pay attention what someone says, right? In my opinion we can use both.

You could, but 'wasn't listening to' is not one of the answer options-- as Alan has already explained.

Hear is the wrong verb; we do not use it when we make a conscious effort to pay attention to voices or sounds we use listen to.
In addition, such verbs of unconscious sensation (hear, see, feel, smell, etc) do not usually appear in progressive form.
