I'm a native English speaker, and the proverb is even a bit confusing to me. It sounds as if it means that when you have to deal with a very influential person, you should hope that you'll be under his influence, and not out where he will notice you and cause you trouble.

I don't know if this is really what it means. I'm just guessing.
