Hi, who of you is aware of or familiar with the "Common European Framework of Reference: Learning, Teaching, Assessment"?

The European Council call their scheme a Global Scale. What is your take on this? I mean, English is an international language, rather than a European one. The vast majority of English native speakers don't live in Europe but in North America. How useful is a level system that is based on just three broad levels (Basic User, Independent User and Proficient User)?
