Both fine, Jesus. Notice that tell takes an object noun first, while say takes a noun phrase:

Tell me your name.
Tell your name to me.
(X) Tell your name.

Say 'Chicago'
Say 'Chicago' to me.
(X) Say me 'Chicago'.
